		<description>Will islands be covered by this act? I live on Hayling Island and the east coast has the best views of the whole of the island but is currently closed to ramblers. Interestingly, the landowner who dumped limestone on about half of this side of the island, did not secure planning permission and the stone used was in contravention of agreed materials - he was fined just £2000
