If it hadn’t been for Geoffrey Ripon intervening and starting to list some 20 buildings in Covent Garden the planners (and the warring local authorities) would have had their way and the area would have been comprehensively redeveloped out of existence, with major highways speeding traffic around a brutalist modern complex.
